The Governor considers that such an arrangement would
be wasteful of manpower.7
(c) In view of X of the second paragraph of No. 10, are we content to leave the matter, filling
Mr. Himsworth's vacant post, over for a few months until Mr. Thomson, the possible local candidate, has finished his present job?
On the above issues, my own conclusions are:
(1) As to (a) and (b) that the Director of the Department
of Commerce and Industry should in fact be the Governor's Economic Secretary:

that we want more information about the absorption of the Department of Supplies, Trade and Industry into the new Department of Commerce and Industry (see X in paragraph 3 of Mr. Morris' Kinute of 19/12 above) on the basis of Kr. Himsworth's memorandum.
(3) In particular we want to know whether the proposed
Advisory Board of Trade mum (see
2 of
the Memorandum behind No. 10) is to be set up : and
(e)
(4) as regards Mr. Thomson, we ought, in view of X of
paragraph 2 of No. 10 to see whether we know of any candidates with eastern experience (I doubt if anyone without such experience would be much good in Hong Kong) whom we could recommend as an alternative to Mr. Thomson.
On the general point on paragraph 4 of Mr. Kirkness' Minute, I doubt whether it is necessary to inform Mr. Alexander further, unless the Secretary of State would wish to do so.
